I need to know what programs are good for outlining and colouring. So far I've found flash and photoshop. But they both cost 600 something dollars american. Paint is not strong enough and I don't have much money. So does anyone now any good programs that are under $100?

The Gimp is free.
And piracy is cheap, but i would't recomend that if you are lawfull good.
