So I was going through the archives and I noticed a few things.
In the meeting, given Emma's introduction of Gabby (He made her special), it is likely that she is the only elite he's spawned. Which would mean the rest are non-elite spawn or stem from Cyril. I wonder what the elites spawn-tree looks like.
Given Adria's sadistic nature, I imagine passing on eliteness to need a lot of time for blood, or possibly something spiritual to exchange, or possibly for the person to be on the very verge of death before they are turned. It will probably involve a lot of blood shed or something - I imagine plenty of elites have bitten people they've been hanging around for days but only Adria's slow-death seems to have worked.
Also, from the way Emma talked, she seems to be overly loyal to Cyril, and unwilling to question what he told her. I'm guessing she is his spawn. She has that isolated attitude where she expects everything to happen the way she wants it to, that and, given her lack of demonic features, she may be the same Emma - Amelius mentioned somewhere that age at turning affects the amount of demonic features - the older, the more they are. Either way, she is probably using a transformation.
I'm not convinced that she knows that much about the scotodino realm, it sounds a lot like it's all second-hand information that she believes without question.
It's still all a bit vague, anyone want to add some insight?

Hm, I think there is something special that you have to do, but concidering that at least three of the Elites are mistakes (Ken, Gabby, Charby) it's something reletively easy to do, and something unnoticeable. I don't know if Adria WANTED to make Zerlocke an Elite so he's not in the list. But, frankly, from what we've seen, those turned all seemed pretty healthy. Especially Gabby, seeing how she was a kid in the 21st c. and health has come a long way. (On the flip side of that observation, we have Charby- slave raised by pirates all his life. He likely had all sorts of problems. And scurvy at least.)
As for Emma, did you mean she was the same Emma as Zerlocke's friend? Because I have a pet theory that that is so. I mean, when we see the dream flashback, that wound looks a lot like the damage that the vampires leave. Zerlocke's conviction that she was 'still alive' you can take or leave, since I"m pretty sure he was crazy with grief at that time. But the fact that they do their darndest to keep Zerlocke away from the higher ups, and don't let him into the room makes me suspicious. Especially with their leader named 'Emma'. It COULD be because her name is Emma, and he might freak, given his obsessive nature, but nobody(not even his sisters) knew about that until he recently told Claire about it.
As for the spawn-tree, Amy has said that Elite-ism can be a mutation, so they might not all be related.

That is my pet Emma theory too, but Amy has been known to blow stuff out of the water before. As for the rest, we will just have to wait for Amy to divulge.

Amy's been known to do a lot, but even if it's expected, there'll be some twist unforeseen. I had high doubts about both Emmas being one and the same, because of the difference in age. But the explanation for your theory gives the idea credence. There are some subtle things that certainly make it seem much more probable. Like using transformation, for example.

Copied from a comment I made on the comic itself~ Okay, this seems like a good spot to put this. Sorry for the wall of text. So, personal theory here, on how elites are created. It all has to do with 2 things... the victim must die from the loss of blood... and how ANNOYING & GARBAGE the vamp thinks the victim is. (Note: Do not confuse "garbage" for hatred. Hatred is close to love, "garbage" is implying that the vampire believes the victim to be lower than dirt, not worth time, and barely worth the effort of eating.) Current Examples: 1. Charby himself. When Quixoto found Charby, he quickly became annoyed with him for not being entertaining, so Quixoto quickly ate him and left him for animal food, not really caring about it either way, so leaving Charby's body intact. 2. Gabrielle. To be fair, Charby has killed A LOT. But Gabby is the only spawn we see of his. There's a reason, and why we know it's not hatred that does it. If it was hatred, there would be a butt-load of vampirates from when Charby killed his ship. Charby gets violent when he hates. No, for Gabby, it was annoyence. He wasn't even really hungry. And, he didn't care about the corpse, so she was left to turn. Why it doesn't happen with others is that he either tries really hard not to bleed his victims to death, or dismembers them in anger. 3. Vicki. Why she didn't become an elite. Q didn't care about her, this is true. But, of course, the fact that Q was not annoyed at Vicki, and did it because of Charby, nixed her chances. 4. Zerlocke. Almost same story as Charby. Adria found him amusing for a bit, got bored and annoyed, killed him and left him for dead. 5. Rosemary and Claire. Annoyed at being discovered in her feeding on Zerlocke, Adria decided to amuse herself by torturing his little sisters. She got bored like she always did before drinking them dry. Again, this fits in with the explanation "vamp losers have their own vamp harem" for sire attachment. Adria doesn't give a hoot about any of her victims, and gets annoyed easily so it explains why she has turned so many. She's like a factory for elites... 6.Kenneth. Zerlocke was a bit peckish, he was annoyed at Kenneth for being in the alley for his secret meeting, and he literally called Kenneth a cur. Also he was annoyed about Kennet being a mess while bleeding to death, which he did, because alcohol makes blood thin and the bleed out would go faster. And there you have it. I am probably wrong, but I might be right~ Please let me know if you see any flaws in my theory.
